No, Jud... it doesn't. One of the numbers is prime (47) so there is no common divisor. Modulo 26 gives numbers down in the range of direct substitution cipher but it is junk whether counting from 0 or 1. Throwing rot13 on top does nothing for that. Looking at numbers of groups it could be anything from "hybrid" to "gotcha" to "sucker" Sorry, not helping.
As a child in elementary and junior high school, I was really big into codes and deciphering. I was fascinated by WW2 stories of sending messages by code and people who worked to break those codes. I never realized how quickly I could forget about all of those techniques in just "10" short years.
