    I think it's effectively the former, relative to the car, because the car can be oriented appropriately to account for the crosswind vector.

    That makes sense, but I don't know if it would be practical with the "rolling road, wheels spinning" apparatus they use .(?)

    Crosswind testing is best left to the real world.
